The medical ethics advocacy group Doctors Against Forced Organ Harvesting (DAFOH) is alarmed by a verbal exchange between CCP Chairman Xi and President Putin that was live-streamed from a military parade in Beijing on September 3, 2025.

A brief conversation between the Chinese and Russian government leaders about organ transplantation and longevity was captured on a broadcast livestream.

Xi’s translator: “In the past, people rarely lived longer than 70 years, but today they say that at 70 you are still a child.”

Putin’s translator: “Human organs can be continuously transplanted. The longer you live, the younger you become, and even achieve immortality.”

Xi’s translator: “Some predict that in this century, humans may live up to 150 years old.”

The remarks referenced longevity in connection with the idea that human organs could be “continuously transplanted.”

DAFOH is extremely alarmed and concerned about this conversation and its ethical implications.

 

1) Analysis of the “hot mic” incident

The exchange was streamed live as the group of leaders and guests were walking uphill, a mildly strenuous activity that can cause exhaustion in elderly individuals. It was at that moment that the conversation about “young age” was caught on mic.

The conversation occurred between the highest-ranking government leaders of two authoritarian states. After Chairman Xi remarked that 70 years is still young, President Putin replied that “human organs can be continuously transplanted,” suggesting that repeated transplantation could be a pathway to extending life to 150 years. It goes without saying that a single organ transplant does not achieve such longevity. The casual tone with which both leaders spoke, without regard for the scarcity of donor organs, is disturbing. Ethical medical guidelines demand the question: Where do the organs come from?

Organs are not “spare parts” like those used to extend the life of a car. The implied notion of continuously replacing human organs as if they were interchangeable commodities is deeply troubling to any medical professional bound by the Hippocratic oath.

Two days later, Reuters was forced to take down the video clip. Reuters reported: “The footage, which included the open mic exchange from the military parade in Beijing marking the 80th anniversary of the end of World War Two, was licensed by the Chinese state television network, China Central Television (CCTV).” If the conversation were merely about biotechnological advances or xenotransplantation, why would such drastic censorship be necessary? The removal only makes sense if the conversation was referencing sensitive information—such as the forced organ harvesting of living prisoners of conscience to provide an unlimited source of organs.

 

2) Forced organ harvesting from living prisoners of conscience

To consider “continuous transplantation” implies an abundant organ supply. Yet worldwide there is a critical shortage: only about 1% of registered organ donors ultimately become eligible donors. China claims 12% of registered donors are eligible—an implausibly high figure.

The unspoken explanation is forced organ harvesting from living prisoners of conscience, primarily Falun Gong practitioners. . The Chinese regime persecutes Falun Gong for its religious belief in truthfulness, compassion and forbearance for the past 26 years. Since 2006, when a whistleblower stepped forward, we learned that China’s transplant market is exploiting the bodies of Falun Gong practitioners by harvesting their organs for transplantation. With 100 million Falun Gong practitioners being persecuted through forced labor, brainwashing, torture, and eventually forced organ harvesting, the Chinese regime has turned its detention camps into “forced organ registries,” where Falun Gong practitioners are subjected to coerced blood tests and other medical examinations. The underlying concept of turning detention camps into “organ registries” is China’s “final solution” to annihilate Falun Gong practitioners while at the same time providing an abundance of organs within extremely short waiting times.

The secret of China’s “longevity” program is heinous and abominable: detain a persecuted minority and harvest organs on demand so that CCP leaders can extend their lifespans.

In 2019, the China Tribunal, chaired by Sir Geoffrey Nice KC, concluded that forced organ harvesting had indeed taken place in China, with Falun Gong as the primary victims. In 2021, in an open letter, twelve UN special rapporteurs and experts echoed these concerns.

U.S. Rep. Chris Smith stated on March 27, 2023: “We also know through open-source Chinese media that elderly, high-ranking Communist Party officials have received replacement organs from the very people they despise and oppress at the People’s Liberation Army Hospital 301 in Beijing.”

 

3) From doctor to doctor

There is no question that transplant organs are scarce, and patients worldwide often wait years for a suitable donor. The purpose of medicine is to cure the sick—not to extend the lives of political elites through repeated organ replacement.

This ‘hot mic’ incident raises urgent ethical questions: should transplant medicine prioritize curing ordinary patients in need, or serve as a tool for authoritarian leaders to engineer longevity? Is transplant medicine on the verge of transforming from a healing profession into a bioengineering discipline to engineer longevity at the expense of other persons’ lives?

The transplant profession must not become a “fitness instrument” for replacing organs continuously in pursuit of longevity and immortality.

 

4) Calls to action

The implications of this “hot mic” incident are far more serious than mainstream media suggests.

  1. We call upon world leaders who cherish human dignity and the sanctity of life, as well as all medical professionals bound by the Hippocratic oath, to stand up for ethical transplant practices and help stop forced organ harvesting of living prisoners of conscience in China by demanding independent, international investigations of the organ harvesting crimes committed by the Chinese state against Falun Gong practitioners, Uighurs and others.
  2. We call upon transplant and medical associations worldwide to reject any suggestion that transplant medicine should serve as a tool to reach longevity or extending political elites’ lives.
  3. We call upon every person in the world to break the silence on China’s forced organ harvesting crimes and to sign the G7+7 petition.

In a press release published on July 22, 2024, the two NGOs Doctors Against Forced Organ Harvesting, DAFOH, and the International Coalition to End Transplant Abuse in China, ETAC, announced the launch of a petition that calls for governments around the world to take a stand against China’s killing of prisoners of conscience for their organs.
The petition specifically calls upon the governments of the G7 economic group and 7 other governments to take the lead in calling upon China to end the forced organ harvesting from Falun Gong practitioners, Uyghurs, and other persecuted groups. After more than two decades of forced organ harvesting in China, the international silence and indifference on this topic have emboldened China to continue and expand these crimes against humanity. This development has to be stopped.
The petition is appealing to people from all walks of life, around the world, to express their kind-hearted support for ending the most egregious, forced organ harvesting crimes from prisoners of conscience in China.

It is with deep gratitude that we announce our official nomination for the 2024 Nobel Peace Prize. Receiving such an honorable recognition is not only humbling, but also a source of great encouragement and hope, as it confirms that people around the world recognize the importance of ending the Chinese government’s forced organ harvesting practices.

In particular, we would like to acknowledge and thank Lord Philip Hunt of Kings Heath, UK, who made the nomination to the Nobel Committee.  From the moment he first learned about the atrocity of forced organ harvesting, Lord Hunt has been a tireless advocate working to raise awareness, stop collusion and protect victims.

This nomination marks the third time since our founding in 2006 that DAFOH has been considered for the Nobel Peace Prize. In his will, Alfred Nobel wrote that the prizes should go to those who “have conferred the greatest benefit to humankind,” and in fact it is this lofty ideal to protect all of humankind from the evil of forced organ harvesting that drives us. The reality of an industrial scale transplant atrocity via the forced removal of vital organs from living people challenges our integrity and courage: Once we learn of these crimes against humanity, will we remain silent or, like Lord Hunt, will we speak up and take actions that are within our scope to stop it?

As an organization of medical doctors, we care about patients and the people who have been and are at risk of being subject to forced organ harvesting. This nomination not only recognizes DAFOH’s efforts but also pays tribute to the innocent victims whose lives have been taken by this abominable crime.

A statement of gratitude for the nomination would therefore be incomplete without shining light on the victims, and as a pars pro totum, on the primary victim of this abuse. China’s massive transplant market would be impossible without access to millions of persecuted Falun Gong practitioners. Once praised for improving morality and harmony within Chinese society, Falun Gong was later maligned for its popularity in 1999, with its core principles of truthfulness, compassion and forbearance considered a threat to the government’s agenda to control and suppress the populace. Subsequently, forced organ harvesting is not only a crime against humanity but has also been used as a tool of cold genocide of Falun Gong practitioners in China.

Forced organ harvesting violates the international contract of a peaceful global community, laid out in the Universal Declaration of Human Rights. DAFOH wishes to ensure that we can all live in a peaceful world, free from the constraints of totalitarian repression and ideology.

Alfred Nobel wrote that the recipient of the Peace Prize should be one who furthers “fellowship among nations.” As such, we invite all individuals, organizations and nations to join us in extending a hand of fellowship into the darkest corners of China’s prisons and military hospitals, to rescue Falun Gong practitioners, Uyghurs and other prisoners of conscience while protecting the vital interests of those of us outside of China, who cherish the rights and freedoms of all human beings.

The Universal Periodic Review exists to challenge abuses and to strengthen human rights and the rule of law. It does not exist to provide a safe haven for perpetrators of those basic rights. Everyone has the right to life, liberty and security of person.

Why is it important that we speak up against violations of human rights in other countries? If we do not take a stand, our silence contributes to letting abusive practices go unchallenged and victims continue to suffer. In addition, silence emboldens perpetrators to expand their repressive actions beyond their own borders, compromising the freedoms and rights that we take for granted in our home countries.

This can be seen today in the forced organ harvesting of living Falun Gong practitioners that has occurred unabated for a quarter century in China. An undisclosed number of victims, likely more than a million Falun Gong practitioners over the past 25 years, have been murdered for the purpose of harvesting their organs for transplantation. With coercion and insidious propaganda, many industries in the West, including training hospitals, pharmaceutical companies and medical organizations, have implicitly agreed to sacrifice legal and ethical standards to cooperate with China in these mass murders.

Moreover, some of us could become another kind of victim to China’s illegal transplantation infrastructure: While forced organ harvesting may appear to be a remote occurrence to those of us in the free world, it would become relevant if we, or our relatives, needed an organ transplant. When confronted with the choice of a yearlong wait for an organ in our home country or the chance to receive an organ within two weeks in China, it becomes a matter that requires an intact moral compass and a robust conscience: killing a Falun Gong practitioner in illegal detention to procure an organ is unacceptable and a crime that we cannot support.

China has undermined universal human rights by establishing this crime against humanity that not only serves personal profit through the sale of organs and likely through clinical research and other profit driven activities, but also aims to eradicate Falun Gong practitioners who are persecuted because they cherish truthfulness, compassion and tolerance. These principles are antithetical to the lies, hate and intolerance used by the Communist regime to maintain totalitarian control.

It is imperative that the free world ends its silence on China’s human rights abuses and, with courage and conviction, addresses forced organ harvesting during the Universal Periodic Review on January 23, 2024.

China’s Denial of Universal Human Rights —

A Call for Courageous Action at the 2024 Universal Periodic Review

As the global community convenes for the 2024 Universal Periodic Review in Geneva, a significant opportunity arises to affirm an unwavering truth: No nation is exempt from the tenets of human rights, and no government stands above the law of human dignity.

The Universal Declaration of Human Rights, a cornerstone of global ethics, underscores the inviolability of human life and the security of the individual. These principles are not mere political positions, they are fundamental rights that every citizen of the world inherently deserves.

Yet, these rights are egregiously violated by the practice of forced organ harvesting—a heinous act requiring a state machinery capable of such large-scale atrocity. After 2000, the People’s Republic of China has been implicated in such practices against Falun Gong, motivated by the intent to extinguish practitioners and their belief in the principles of truthfulness, compassion, and forbearance.

China has failed to provide plausible answers to questions regarding the origin of organs and instead engages in opaque practices in organ transplantation, which violate the WHO Guiding Principles of transparency and traceability.

On January 23, 2024, China faces scrutiny by the international community at the Universal Periodic Review. Since the previous Review in 2018, the landscape has significantly shifted:

  • Independent investigations and assessments, such as the one by the China Tribunal published in 2020, have concluded that forced organ harvesting has occurred in China and labeled China a ‘criminal state’ for its role in forced organ harvesting.
  • Despite the Tribunal’s findings and other sources of credible evidence, which have emerged in the last few years, research tells us conclusively that the practice of forced organ harvesting of Falun Gong practitioners, Uyghurs and other prisoners of conscience continues unabated in China.
  • Academic research demonstrates that the ongoing persecution of Falun Gong practitioners constitutes a ‘Cold Genocide.’
  • China’s handling of the COVID-19 outbreak raised serious questions about its transparency and cooperation with global health mandates.
  • The erosion of human rights in Hong Kong and aggressive foreign policies witnessed throughout the globe, including support for contentious, malevolent global actors, highlight China’s progressive deviation from international norms.

China’s actions reflect a disturbing ideology that a ‘perfect world’ necessitates the elimination of dissenting voices. This is antithetical to the principles of human rights, which advocate for coexistence and understanding through values such as those practiced by Falun Gong.

After over two decades of ongoing forced organ harvesting of Falun Gong practitioners in China we have to acknowledge a stark reality: As an international community, we have failed to stop this crime against humanity and cold genocide.

A decisive stance against practices like forced organ harvesting and the persecution of Falun Gong practitioners is not just a test of political will but a moral imperative for the preservation of human dignity and universal rights.

The call for an immediate end to forced organ harvesting of Falun Gong practitioners is not only a call for their right to life, but also a call for our right to learn about their practice of truthfulness, compassion and forbearance.  

What should be done?

  1. All United Nations member states can critically and courageously question China’s human rights record during the Universal Periodic Review. We urge each of them to do so.
  2. We propose the creation of a Special Rapporteur on forced organ harvesting of living prisoners of conscience in China. DAFOH offers to contribute to this effort by providing the expertise of a DAFOH rapporteur to provide objective findings and additional information to the UNHRC and any government.
  3. We call for the establishment of an International Criminal Tribunal for Forced Organ Harvesting in China.

DAFOH is hosting a roundtable discussion on Dec 10, 2023 on the 75th anniversary of the adoption of the Universal Declaration of Human Rights.

In December 1948, the international community adopted the Universal Declaration of Human Rights in response to the Holocaust and other crimes against humanity committed during World War II. Although widely considered a success story, there are countries and regions in which the Universal Declaration of Human Rights has failed. In our roundtable discussion, DAFOH will reflect on the accomplishments of the Universal Declaration and will address the international community’s failure to effectively intervene in China’s 24-year long persecution of Falun Gong and the practice of forced organ harvesting of its adherents.

In December 1948, the international community adopted the Universal Declaration of Human Rights in response to the Holocaust and other crimes against humanity committed during World War II. Since then, the Universal Declaration of Human Rights has been a beacon of hope and inspiration for people that are oppressed and people who want to help. Although widely considered a success story, there are countries and regions in which the Universal Declaration of Human Rights has failed. On July 30, 2023, the United Nations Office on Drugs and Crime, UNODC, chose as a theme for the 2023 World Day Against Trafficking in Persons “reach every victim of trafficking, leave no one behind”. As we reach the 75th anniversary of the Universal Declaration of Human Rights, the international community should pause for a moment and reflect on who has been left behind and who has been robbed of universal rights with which each of us are born.

It is no secret that the People’s Republic of China, known for thousands of years as a center of wisdom and culture, birthplace of Confucius and Lao Zi, has replaced traditions that served to elevate the very best of humankind with a communist system that has sought to destroy the goodness of the human spirit and has accumulated one of the most abominable human rights records in history. This is particularly evidenced by the practice of forced organ harvesting of living prisoners of conscience.

On December 10, 2023, DAFOH hosted a roundtable to reflect on the accomplishments of the Universal Declaration and the international community’s failure to effectively intervene in China’s 24-year long persecution of Falun Gong and the practice of forced organ harvesting of its practitioners.

Director of Oncology, Professor at the University of Utah School of Medicine. Assistant Professor of medicine at the University of Utah. Dr. Gilcrease is the medical director of the Huntsman Cancer Hospital and the program director for the hematology/oncology fellowship. He has won numerous teaching awards and is a member of AOA, the medical honors society, as recognition for his tireless devotion to medical education. Dr. Gilcrease has worked as deputy director for Doctors Against Forced Organ Harvesting for 5 years. He has spoken at academic centers across the country on behalf of DAFOH, contributed to legislation in efforts to stop forced organ harvesting, and continues to raise awareness about the worst medical ethics abuse in recent history.

David Beyda, MD – Keynote Speech

Prof. David Beyda is the founder and medical director of Medical Mercy, with the non-profit advocacy group, One Child Matters, serving thousands of disadvantage youth in five regions. Since 2004, he has made more than 55 medical trips to third world countries serving underprivileged children. Dr. Beyda is also a bush pilot physician, bringing medical teams to isolated areas of Africa and Cambodia. Dr. Zain I. Khalpey is a well-versed cardiothoracic surgeon who diagnoses and treats patients in several roles throughout Arizona. He acts as Associate Professor of Surgery, Cellular and Molecular Medicine, Medical Imagining, and Medicine at the University of Arizona College of Medicine in Tucson, Arizona. He is the Tony A. Marnell Sr. Endowed Chair for Research in Cardiac Surgery at the UA Sarver Heart Center, and serves as surgical director of the Heart Transplant and Mechanical Circulatory Support Program at Banner – University Medical Center Tucson. Furthermore, Dr. Khalpey is Director of Clinical and Translational Cardiothoracic Research for the Ex Vivo Lung Program, Director of CAPTURED (Cardiopulmonary Stem Cell Biobank), is Co-Director of the Heart Transplant and Perfusion Science Programs, and acts as Director of Robotic Mitral Valve Program in the Division of Cardiothoracic Surgery at Banner University Medical Center.

Winston Liu, Witness
Winston Liu is a computer-control engineer working in a company in North Carolina. Mr. Liu was born in China. Since 1998, he has been practicing Falun Gong, a spiritual self-cultivation discipline rooted in ancient Buddhist and Taoist philosophies. Because he refused to renounce his faith, the Chinese communist regime put him in detention and prison four times between 1999 and 2003. As a prisoner of conscience, he endured mental and physical torture. He fled to Canada in 2005 and obtained refugee status as a Falun Gong practitioner protected by the Canadian government. He moved to the United States in 2012 and has lived here ever since. Mr. Liu received master’s degrees in engineering from Tsinghua University, a premier university in China, and from the University of Calgary, in Canada. As a public speaker, Mr. Liu tells audiences his personal story of being persecuted in China.

David Matas, International Human Rights Lawyer
David Matas graduated from Oxford University, England, and is a legal expert specializing in refugee, immigration and human rights law. In July 2006, he and David Kilgour, through independent investigations, published “Report into Allegations of Organ Harvesting of Falun Gong Practitioners in China.” The work won Matas (and Hon. David Kilgour) the 2009 Human Rights Award from the German-based International Society for Human Rights (IGFM) and nomination for the 2010 Nobel Peace Prize. Over the past decade, Matas has traveled to more than 40 countries to raise awareness of China’s forced organ harvesting from living prisoners of conscience, especially Falun Gong practitioners. The documentary film of these investigations investigation into China’s systemic crime, “Human Harvest,” won the 2015 Peabody Award.

Howard Monsour, MD
Dr. Howard Paul Monsour Jr is board-certified in internal medicine, gastroenterology and Hepatology and holds an ABIM certification in Transplant Hepatology. Dr. Monsour was previous Medical Director of Liver Transplantation at The University of Texas Medical School Hermann Memorial Hospital. He was instrumental in establishing transplant programs in the Houston area, including Hermann Memorial Hospital, St. Luke’s, Medical Center, and Texas Children’s Hospital. He served as Chief of Hepatology at Houston Methodist Hospital and was formerly the Director of the Kidney Hepatitis C Clinic and co-director of the Methodist Liver Cancer Program. His academic appointments included associate professor at the University of Texas Medical School, Wiell Cornell Medical College, Texas A&M University. Dr. Monsour is widely published and has served as principal investigator in trials involving the treatment of hepatitis C, hepatitis B, and hepatocellular carcinoma among other liver diseases. He has been designated as a fellow of the American Gastroenterology Association for his past achievements. He is also a member of the American Association for the study of liver disease, and The American College of Gastroenterology. He has testified before the Texas legislator and helped pass legislation, barring Texas residents from receiving medical reimbursement if they receive organs from countries that participate in forced organ harvesting.

Marco Respinti is an Italian journalist, member of the International Federation of Journalists (IFJ), an essayist, translator and lecturer. He has been published widely and contributes to several journals and magazines in Italy and abroad. He is a member of the Advisory Council of the European Federation for Freedom of Belief. Dr. Trey is a researcher, author, and expert in the area of forced organ harvesting. He is the founder (2006) and Executive Director of the Washington, DC based NGO, Doctors Against Forced Organ Harvesting, DAFOH. The NGO was nominated for the Nobel Peace Prize in 2016 and 2017 and received the Mother Teresa Memorial Award for Social Justice in 2019.

DAFOH: China Must not be Granted Sanctuary for Crimes Against Humanity

WASHINGTON, DC, USA, July 30, 2023 — Today, on the World Day Against Trafficking in Persons, Doctors Against Forced Organ Harvesting (DAFOH) calls the attention of the world to China’s unethical practice of removing organs from non-consenting living prisoners of conscience.

“’Reach every victim of trafficking, leave no one behind,’ is the theme for this year’s United Nation’s World Day,” says DAFOH Executive Director Dr. Torsten Trey. “To that end, we must highlight that for over two decades, China has forcibly harvested organs from living Falun Gong practitioners as part of the state-sanctioned persecution of the group.”

The body of data revealing these horrific acts is extensive, beginning with the first report in 2006 and culminating in a 562-page final judgment in 2020 from the China Tribunal, which states that the panelists were certain, “unanimously, and sure beyond reasonable doubt,” that China has been killing mainly Falun Gong practitioners for their organs for a “substantial amount of time.”

In 2021, twelve UN Special Rapporteurs co-signed an open statement calling for independent monitoring by international human rights mechanisms, given the credible information they have received.

Regrettably, the international community has largely ignored the plight and the persecution of Falun Gong – a group that the Chinese government has attempted to systematically dehumanize, demonize, and destroy. Falun Gong, a peaceful Buddhist discipline rooted in the universal principles of truth, compassion, and tolerance, deserves the same awareness and protection as that of other human lives that the UN seeks to protect.

DAFOH calls upon the international community to demand that China immediately end the practice of forced organ harvesting of Falun Gong practitioners and any other prisoners of conscience.

“China must not be allowed special status to neglect and bypass ethical standards that the United Nations wishes to implement worldwide,” Dr. Trey states. “China must not be granted a sanctuary status for crimes against humanity. If China wishes to remain a member state of the United Nations, it must also conform to zero tolerance against human trafficking.”

DAFOH applauds the introduction of the Falun Gong Protection Act, H.R. 4132, introduced by Rep. Scott Perry (PA) on June 14 and passed unanimously by the House Foreign Affairs Committee, 33-0, on June 21, 2023. This bill aims to end China’s mass murder through forced organ harvesting of Falun Gong practitioners and is the first in the U.S. to take on this horrendous crime.
